New Washington state minimum wage takes effect Jan. 1

Washington's minimum wage increases 15 cents to $9.19 an hour beginning Jan. 1.

Washington's minimum wage applies to workers in all industries, including agriculture, although 14- and 15-year-olds may be paid 85 percent of the adult minimum wage, or $7.81 an hour.

The Department of Labor & Industries adjusts the state's minimum wage each year in September as required by Initiative 688, which Washington state voters approved in 1998. The initiative requires the state to adjust the minimum wage according to the change in the federal "CPI-W," which is a national index covering the cost of goods and services needed for day-to-day living. That index rose 1.67 percent during the 12 months ending Aug. 31, 2012.

L&I provides an announcement of the 2013 minimum wage to print out and use as needed. The announcement is not required by L&I or Washington law. It is provided as a convenience.

Employers are still required to post the "Your Rights as a Worker" poster, which provides general information about the minimum wage and other topics.

In Indian student's gang rape, murder, two worlds collide

NEW DELHI (Reuters) - One of hundreds of attacks reported in New Delhi each year, the brutal gang rape and murder of a young medical student in a private bus this month caught authorities and political parties flat-footed, slow to appreciate it had become symbolic of all the others.

In the moments before the December 16 attack, the 23-year-old woman from India's urban middle class, who had recently qualified as a trainee physiotherapist in a private Delhi hospital, and her male friend, a software engineer, were walking home from a cinema at a shopping mall in south Delhi, according to a police reconstruction of events.

A bus, part of a fleet of privately owned vehicles used as public transport across the city of 16 million, and known as India's "rape capital", was at the same time heading toward them. Earlier that day, it had ferried school students but was now empty except for five men and a teenage boy, including its crew, police said. Most of the men were from the city's slums.

One of the six - all now charged with murder - lured the couple onto the bus, promising to drop the woman home, police have said, quoting from an initial statement that she gave from her hospital bed before her condition deteriorated rapidly.

A few minutes into the ride, her friend, 28, grew suspicious when the bus deviated from the supposed route and the men locked the door, according to her statement. They then taunted her for being out with a man late at night, prompting the friend to intervene and provoking an initial scuffle.

The attackers then beat him with a metal rod, knocking him unconscious, before turning on the woman who had tried to come to his defense. Police say the men admitted after their arrest to torturing and raping the student "to teach her a lesson".

At one point, the bus driver gave the wheel to another of the accused and dragged the woman by the neck to the back of the vehicle and forced himself upon her. The other five then took turns raping her and also driving the bus, keeping it circling through the busy streets of India's capital city, police said.

The woman was raped for nearly an hour before the men pushed a metal rod inside her, severely damaging her internal organs, and then dumped both her and her friend on the roadside, 8 km (5 miles) from where they had boarded it, police said.

Robbed of their clothes and belongings, they were found half naked, bleeding and unconscious later that night by a passerby, who alerted the police.

FAMILY ROLE MODEL

The woman, whose identity has been withheld by police, gave her statement to a sub-divisional magistrate on December 21 in the intensive care unit of Delhi's Safdarjung Hospital, according to local media reports. She was undergoing multiple surgical procedures and her condition later began to rapidly worsen.

Ten days after the attack and still in a critical condition, she was flown to Singapore for specialist treatment. She died in Singapore's Mount Elizabeth Hospital two days later. Her body was flown back to Delhi and cremated there on Sunday in a private ceremony.

Family members who had accompanied her to Singapore declined to speak to reporters, but relatives told the Times of India newspaper she had been a role model to her two younger brothers.

Unlike most traditional Indian families who only send their sons to fee-paying colleges or universities, her parents pinned their hopes on the daughter and took loans to fund her studies.

She was born and brought up in a middle class Delhi neighborhood after her family moved to the city more than 20 years ago from India's northern Uttar Pradesh state.

Her male friend recorded his statement to a local court days after the attack and helped police identify the six accused. He left for his hometown in Uttar Pradesh late on Saturday, missing the woman's funeral, local media reported.

SHAME, ANGER IN SLUM

Four of the accused, all in custody, live in the narrow by-lanes of Ravi Das Camp, a slum about 17 km (11 miles) from the woman's home in southwest Delhi. Inside the slum - home to some 1,200 people who eke out a meager living as rickshaw pullers and tea hawkers - many demanded the death penalty for the accused.

"The incident has really shocked all of us. I don't know how I will get my children admitted to a school. The incident has earned a bad name to this place," said Pooja Kumari, a neighbor of one of the accused.

Girija Shankar, a student, said: "Our heads hang in shame because of the brutal act of these men. They must reap what they have sown."

The house of one of the accused was locked, with neighbors saying his family had left the city to escape the shame and anger. Meena, a 45-year-old neighbor, said she had wanted to join the protests that followed the rape, but was too scared.

"You never know when a mob may attack this slum and attack our houses. But we want to say we're as angry as the entire nation. We want them to be hanged," she said.

Two of the six alleged assailants come from outside Delhi, according to police. One is married with children and was arrested in his native village in Bihar state and the other, a juvenile, is a runaway from a broken home in Uttar Pradesh.

In India, murder is punishable by death by hanging, except in the case of offenders aged below 18.

Egypt's president warns against dangers to economy

CAIRO (AP) ? Egypt's Islamist president used his first address before the newly convened upper house of parliament on Saturday to warn against any unrest that could harm the country's battered economy, as he renewed calls for the opposition to join in a national dialogue.

In the nationally televised speech, Mohammed Morsi said the nation's entire efforts should be focused on "production, work, seriousness and effort" now that a new constitution came into effect this week. He blamed protests and violence the past month for causing further damage to an economy already deteriorating from the turmoil since the fall of autocrat Hosni Mubarak early last year.

In an alarm bell over the economy, the central bank announced soon after Morsi's speech that foreign currency reserves ? which have been bleeding away for nearly two years ? are at a "critical" level, the minimum needed to cover foreign debt payments and buy strategic imports.

Morsi's strongly worded address to lawmakers appeared aimed at sending a message to the mainly liberal and secular opposition not to engage in any new protests, depicting unrest as a threat to the priority of rebuilding.

All sides must "realize the needs of the moment" and work only through "mature democracy while avoiding violence," Morsi told the 270-member upper house, or Shura Council. "We condemn and reject all forms of violence by individuals, groups, institutions and even from the nation and its government. This is completely rejected."

He appeared to chide the opposition for not working with him.

"We all know the interests of the nation," he said. "Would any of us be happy if the nation goes bankrupt? I don't doubt anyone's intentions. But can anyone here be happy if the nation is exposed to economic weakness?"

The mainly liberal and secular opposition accuses Morsi of concentrating all power on the Muslim Brotherhood, from which he hails, and other Islamists and steamrolling any alternative voices.

The main opposition groups have refused to join a national dialogue convened by Morsi, saying past talks have brought no compromise. They also stayed out of the president's appointments last week of a few opposition figures to the overwhelmingly Islamist Shura Council, calling the move tokenism.

The bitterness between the two sides was inflamed by the crisis of the past month leading up to the referendum that passed the new constitution. Mass street rallies were held by both the opposition trying to stop the charter and by Morsi's Islamist supporters determined to push it to victory. Clashes that erupted left 10 dead. The charter was approved by 64 percent, but with a low turnout of around 33 percent. Civil society groups and the opposition also point to incidents of fraud in the vote they say have not been properly investigated.

Opponents fear the new charter will consecrate the Islamists' power. The document allows for a stronger implementation of Islamic law, or Shariah, than in the past and has provisions that could limit civil rights and freedoms of minorities.

Morsi has depicted his national dialogue as a chance for all factions to have a voice in planning the next steps and drawing up key legislation to put before the upper house, including a law organizing parliamentary elections. So far, mainly Islamists and only a few small opposition parties are participating.

Liberal former lawmaker Amr Hamzawi said the president's speech offered no new insights and failed to acknowledge significant opposition to the Islamist-drafted constitution. Hamzawi was among those who walked out in protest of the Islamists' handling of the draft process earlier this year.

"We need binding mechanisms to amend the flawed constitution, guarantee that the legislative role of the upper house of parliament will be temporary and to ensure fair elections," he said. "We will not enter into fraud elections each and every time."

Morsi's address aimed to set the tone as the Shura Council begins work on a slate of new laws. The upper house normally has few powers but it will now serve as the law-making body until a new lower house is chosen in national elections expected within a few months. Two thirds of the Shura Council members were elected in voting last winter, but few Egyptians bothered to vote, and Islamist allies of Morsi swept the chamber.

The ultraconservative Salafi al-Nour Party, the second strongest party after the Brotherhood's political wing, suffered a blow this week when its founder and chief Emad Abdel-Ghafour resigned to start a new party, Al-Watan. He took with him around 150 members, including many who were elected to office. The fracturing of the party may bolster the Brotherhood in the coming elections.

In his speech, Morsi repeatedly said it was time to return to "production" and "work." But he did not give details on an overall economic program, including crucial questions like how the government will tackle a crippling budget deficit or carry out expected tax hikes or reductions of subsidies.

The impending austerity measures are major concerns in a country where some 40 percent of the 85 million population live near or below the poverty line of surviving on $2 a day. Morsi's government has requested a $4.8 billion loan from the International Monetary Fund to bridge the budget deficit, but talks are on hold after the government reversed plans for tax hikes this month.

Instead, Morsi denounced those who he said were spreading panic about Egypt's economy, saying the country will "not go bankrupt." He underlined that banks were healthy, after a rush to buy dollars the past week over fears of devaluation of the Egyptian pound.

"Those who talk about bankruptcy, they are the ones who are bankrupt. Egypt will never be bankrupt and will not kneel, God willing," he said to a round of applause.

He directly blamed the past month's violence for Standard & Poor's downgrading this week of Egypt's long-term credit rating one level this week to B-, six steps below investment grade.

Morsi presented the country's foreign currency reserves, currently at $15 billion, as up slightly from last year, though he acknowledged they were still down dramatically from around $36 billion in 2010.

After last year's anti-Mubarak uprising, foreign investment and tourism ? one of the country's biggest money makers ? dried up. With fewer dollars coming in, the central bank has been spending reserves furiously to prop up the currency and pay for key imports. The slight uptick in reserves from last year is mainly due to hundreds of millions of dollars provided by the Gulf nation of Qatar.

In its statement Saturday, the central bank announced the introduction of a new auction system for banks buying and selling U.S. dollars, urging citizens to "ration usage" of foreign currency in favor of the Egyptian pound.

Amr Adly, who heads the Social and Economic Justice Unit at the Egyptian Initiative for Personal Rights, said Morsi's speech failed to outline a real economic recovery plan.

"We need to know the reality of the economic situation and have an idea of the measures that will be taken to address this situation," Adly said. "We are not bankrupt yet because we can still service the debt, but we are on the verge of bankruptcy."

God intends for Christmas to be a time of rest, reflection, and joy as you celebrate His Son, Jesus, coming to Earth. Yet, too often, Christmas ends up being the most stressful time of year, filled with unrelenting pressure to spend more than you can afford and to do more than you have time for in your schedule. Giving into the pressure yet again this year will only leave you with burdens: debt that lasts far longer than the stuff you purchased, and regret that you didn?t enjoy the peaceful Christmas that God wanted you to enjoy.

This year you can celebrate Christmas without overextending yourself. Here?s how: Shape your attitude. Although the Christmas season can be so stressful that it makes you feel out of control, the truth is that you always have the power to control how you spend the Christmas season ? you can do so by choosing your attitude. If you choose an attitude of being determined to enjoy Christmas while also refusing to spend money you don?t have to pay for it, you can reach your goal of celebrating Christmas without debt and stress. Keep in mind that there are two distinct aspects of Christmas: the emotional side, and the financial side. If you decide to keep the two aspects separate (rather than mixing them together, thinking that you have to spend lots of money in order to feel satisfied at Christmas), you?ll be free to create a reasonable Christmas plan and stick to it.

Develop a plan. Write a plan for your family?s Christmas this year, starting with a purpose statement describing what you all would like Christmas to be like this year and why. Consider how to best express your family?s values through the ways you celebrate Christmas, and plan to invest your time and money into activities that will reflect those values. Study your budget and a calendar to look realistically at the amount of money and time you?ll have available this upcoming Christmas season, and decide to make your plans within those limits so you can truly enjoy Christmas without worrying about overextending yourself. Aim for at least these basic elements of a successful Christmas: a relaxed and loving time to worship Jesus and spend time with family and friends, realistic expectations about gifts, an evenly paced Christmas season schedule, and reliable family traditions.

Use cash. Decide to use only or mostly cash to pay for your Christmas expenses. Then, rather than simply drawing names draw wish lists. That way everyone can give meaningful gifts and receive something they?ll really like, while also keeping costs down. Give inexpensive yet caring gifts. Since gifts are messengers meant to convey your love to the people you give them to, you should avoid giving cheap presents to people. But you don?t have to go into debt in order to provide good gifts to the people on your Christmas list. Prepare to choose the right kinds of gifts by getting to know what matters to the people to whom you want to give presents this year. Observe and listen for clues about what each person enjoys. If you?re not sure what someone would enjoy, don?t hesitate to ask. Keep in mind that you don?t have to purchase every gift; instead, you can make gifts by hand or give your time and talents to someone (everything from cooking or cleaning for them to fixing their car or computer). It could be very meaningful for you to honor people by supporting the causes that they support. If you know someone who?s passionate about helping the environment or animals, plant a tree or adopt a pet in his or her honor. If you want to honor someone who cares deeply about helping sick people become well, become a living donor of blood, a kidney, or bone marrow to people in need. When considering giving to charities, research each one carefully so you know exactly how they will use the money or goods you plan to give.

Give gifts from your kitchen or garden. Most people love to eat, so they?d appreciate a delicious yet inexpensive gift of something you?ve either made in your kitchen or grown in your garden. You can present such gifts elegantly in gift jars or baskets. Find bargains when you?re shopping. Look for sales, use coupons and other discounts, and consider alternatives to your local mall, such as art supply stores, office supply stores, and hardware stores. Use caution at outlets, since products there may defective. When purchasing gift cards, avoid those that charge service fees or don?t give people change back in cash when they use them. Give family gifts rather than individual ones. Consider giving one gift to an entire family instead of individual gifts to each person in that family. Some family gift ideas include: a calendar, a cookbook, or a gift basket.

Cut back on decorating expenses. Use what you have around the house to make your own wrapping paper and decorate your door, table, and mantel. Buy an inexpensive, real Christmas tree, decorate it simply yet elegantly, and recycle or replant it after Christmas. Entertain guests without stress. When hosting family and friends at your home during the Christmas season, keep in mind that they?re more interested in spending time with you than they are in having you impress them. Turning a page to 2013

MONTREAL ? Never having been much of an Apocalypse enthusiast, I?m glad the Mayans were wrong, for all kinds of reasons. Not least among them is that, having had a peek at some of the books to appear in 2013, it would have felt downright unfair to have been denied the reading experiences. But now that we know we?ll be around, here is an assortment of what?s in store the next three months or so. ?Pub dates,? as they call them in the business, are subject to change, so you might want to check ahead before sprinting out to the neighbourhood bookstore with your cash.

Right out of the gate, next week in fact, comes Dany Laferri?re?s The World Is Moving Around Me, the Haitian-Canadian?s account of his experience in and around Port-au-Prince at the time of the cataclysmic January 2010 earthquake. Written in a quick burst and published in French a mere 10 weeks after the quake, it now finally sees English-language publication, in a translation by David Homel, as the third anniversary of the quake approaches. Watch this column for more on it, soon.

Michael Crummey, after his extravagantly praised and popular Newfoundland historical novel Galore, does his bit to keep the Canadian tradition of the poet/novelist alive with his new poetry collection, Under the Keel. Late bloomer Peter Behrens, a Montrealer now living in Maine, is evidently still on a prolific roll; readers still absorbing his latest Irish diaspora novel, The O?Briens, now have the new story collection, Travelling Light, to look forward to. Saleema Nawaz returns in March with the much-anticipated Montreal-set novel Bone and?Bread.

Aleksandar Hemon has established himself as one of the most vital figures on the international literary scene since emigrating to the United States from Bosnia in 1992. His work has always drawn strongly on personal experience, but The Book of My Lives marks his first foray into proper non-fiction. Hemon writes of ?learning a new city, remembering the old,? the two cities being the only two in which he has ever lived ? Sarajevo and Chicago.

Pakistani novelist Mohsin Hamid showed a flair for capturing global geopolitical currents in fiction form with his 2008 book, The Reluctant Fundamentalist; the title of his imminent novel, How to Get Filthy Rich in Rising Asia, would seem to indicate he?s up to something similar.

Karen Russell?s 2011 family saga, Swamplandia!, a master class in the comic-macabre, was one of the bigger cult novels of recent years and a Pulitzer Prize finalist to boot, so there will be a ready-made readership for her new story collection, Vampires in the Lemon Grove.

Every season brings one or two buzz-fuelled hits from relative unknowns, and right now signs are pointing to Eleanor Morse, whose White Dog Fell From the Sky has been drawing advance comparisons with Abraham Verghese?s Cutting Stone and the detective novels of Alexander McCall Smith. If either of those appeal to you ? they strike me as being quite different, which is intriguing in itself ? proceed accordingly. Also tipped for big things is Meg Wolitzer?s The Interestings, which follows a group of gifted teens into adulthood, and arrives bearing hosannas from Jeffrey Eugenides, who likens the novel to Virginia Woolf?s The Waves.

Literati will rejoice at news that a brace of writers? writers ? i.e. brilliant talents who have never sold quite as much as they deserve ? are back with new work. Short story master George Saunders has always pulled off the rare combination of innovation, accessibility, humour and gravitas; his new collection, Tenth of December, has been extensively previewed in The New Yorker and should be nothing less than great. James Salter, whose 1967 novel A Sport and a Pastime frequently shows up on the all-time-best lists of those lucky enough to have read it, is set to publish his first novel in more than 30 years, All That Is.

A titan of 20th-century letters, William H. Gass (trivia fans take note: His On Being Blue inspired the name of Blue Metropolis), is still very much with us, returning with the novel Middle C, his first work of fiction since 1998.

Also back after a lengthy hiatus is Antigua-born American Jamaica Kincaid with her novel See Now Then.

It may be getting tempting to take Malcolm Gladwell for granted, but cast your mind back 15 years or so, to a time before The Tipping Point, and consider just how unlikely it would have seemed then that an essayist/journalist working at the frontiers of social science should become a multimillion-selling author, as bankable as any airport blockbuster purveyor. Readers of all stripes, not to mention booksellers, will be glad to know that Gladwell will be back in book form sometime in 2013 with David and Goliath, a study of power and its uses, inspired partly by the Occupy movement.

Thanks to the readers who sent in their own Hallelujah stories after my interview with Alan Light, author of The Holy or the Broken, a study of the unique journey of Leonard Cohen?s song. Light has also written a fine Beastie Boys biography, and in part of the interview that didn?t quite fit into the feature, I asked him about the response to Adam ?MCA? Yauch?s death this year, and whether he saw any affinities between Cohen and the Beasties, beyond their being Jews who embraced Buddhism. ?We?re all kind of used to the deaths of rock stars,? Light said. ?But we still assume that means something dramatic or glamorous or somehow ?special? ? a plane crash or an overdose or a violent end, things that happen to people who ?aren?t like us.? But with Adam?s passing, this was someone we had grown up with, felt common interests and common cause with, who just got sick and died, like most people do. That really struck me as a different emotional experience than what Michael Jackson fans or Whitney Houston fans or whoever else went through.?

The Beasties and Cohen share ?the willingness to evolve, both personally and creatively,? he said.

?Cohen has always been a seeker ? most obviously through his various religious experiences, but also through finding different ways to write and make music; his embrace of songwriting in the first place, or synthesizers, or even his triumphant late-in-life tours, which surprised himself most of all. Both Leonard and the Beasties have refused to repeat themselves, when that?s what their fans most wanted and expected from them. But then, I guess that?s what being an artist is, right??

AUSTIN? --?After three years of planning, fundraising, and construction, Catholics in northwest Austin have a new place to worship.

The Austin Diocese held a dedication for the new Saint Vincent de Paul Catholic Church Saturday morning. A joyful procession, from the old into the new.

As parishoners crossed the threshold into the new building, many?were in awe. The smiles on their faces come from more than just the beauty of this place of worship with its fixtures made of limestone from Jeruselum and stained glass windows.

This is a vision come to life.

"Well the journey began in 1995 when I was asked to begin this parish community in northwest Austin. And we began to meet at Deer Park Middle School on Anderson Mill Road," said Reverend Danny Garcia.

The congregation of 230 families grew into 550. In 2001 the parish built a multi purpose building. But now the congregation has nearly tripled in size to 1400 families.

"Anytime you start a parish church, people want a church. And, but people are always 'well how are we going to build it?' and I said well, it's gotta be your gift. No one gives us money to start to build, it's got to be people's sacrafice," said Garcia.

Parishoners pledged to give more than $5 million to pay for their new church. It took 16 months to build.

The new sanctuary holds more than 1200 people, but it's designed to maintain the intamacy that the congregation has come to expect in thier church. In the new sanctuary, no seat is more than 75 feet away from the alter. An alter that was blessed by the bishop of the Austin Diocese, Reverend Joe Vasquez in a ceremony Saturday morning.

Austin area priests sprinkled holy water, anointed the alter and walls with oil, and sealed relics of the church's patron saint beneath the alter.

With the lighting of the alter and church the light of Saint Vincent de Paul will shine brighter in the Austin community.

c'est une vrai gal?re ce truc, alors que cela pourrait rendre de super service, surtout quand on prend le train tous les jours: Tgv , corail, Rer, etc... ce qui est mon cas.

La s?curit? par d?faut de windows mobile n'autorise pas l'installation de logiciels non sign?s. C'est une "s?curit?" pour ?viter que des programmes malveillants s'installent.

s?lectionner quitter, puis red?marrez ce programme ou voir le d?tail"

bref, est-ce que cette application est au point?
